It's worth the money they're asking (and, actually, I think Halfords own-brand tools aren't too bad). I've bought similar kits in the past and used the useful components to replace missing underseat toolkits. It'll do for quick running repairs, but what it isn't is a substitute for a decent set of garage tools - particularly the sockets and driver bits, which are nowhere near comprehensive enough. You'd still, realistically, need a proper socket set, a set of spanners and a decent set of screwdrivers or bits - and by the time you've got those, there's not that much extra of value in this sort of kit.

I'd have this kit (at that price) as a toolkit for the road - seems good value to me. I possess a lot of Halfords tools and they have been fine. Not Snap-On quality, but for my needs they have been more than good enough. That's not to say that this particular kit is full of Halfords own products - it could easily be stuff bought in from China for a quick profit. But Halfords are unlikely to risk their reputation selling rubbish. For the kind of things they will be asked to do (which I assume will not include gearbox rebuilds and the like), you'll be fine.
The best advice I have seen regarding tools is to buy the best you can afford, and build up a full kit over time. A zillion-piece set with every socket and bit known to man, on sale for twenty quid, is going to be crap, no matter how well they market it. My toolkit would probably cost many hundreds to replace, but since I bought it at a fiver or a tenner at a time, over many years, I don't feel I have spent much.
Looks good, go for it. I mght go for one myself, actually, if it would fit under the seat!

| You might want to try www.getgeared.com, I was given a great travel tool kit from them as a prezzie last year & it has been worth it's weight in gold, as the GN has a tendancy to misbehave every now & again.
